Jawab is a digital research platform dedicated to organizing and analyzing data related to missing and forcibly disappeared persons in Syria. It seeks to provide a space through which families can access the information available concerning the fate of detainees and missing persons. The platform also works to collect the fragmented data surrounding this issue and to analyze it within a methodological framework that allows it to be understood in its broader context, thereby helping reduce the uncertainty surrounding the fates of thousands of victims.
This platform engages with an issue that is among the most painful and complex in contemporary Syria. Since 2011, the fate of tens of thousands of Syrians has remained unknown in the contexts of arrest, detention, or enforced disappearance. These crimes have left victims’ families in a prolonged state of uncertainty and waiting. They suffer from an absence of transparent official mechanisms capable of clarifying what happened to the detainees and missing persons.
Jawab is grounded in the belief that organizing and analyzing the information available can constitute an important step toward understanding what happened. For this reason, the platform builds on years of research and documentation carried out by Syrian human rights organizations, as well as on the analysis of evidence, testimonies, and documents gathered over those years. These materials are organized within a searchable database that makes it possible to read the information and connect it together, thereby helping build a clearer picture of pathways of arrest, detention, and enforced disappearance.
The platform does not provide direct access to the original lists and records prepared by official bodies of the Assadist security apparatus. Instead, it makes available the information contained in those documents after organizing and analyzing it in a searchable database, enabling families and researchers to consult the data related to the fate of detainees and missing persons.
These data reflect the nature of the administrative records produced by those institutions, and also help in understanding the administrative structure within which information relating to detainees was recorded. Making these data available comes within the framework of an ethical responsibility toward victims and their families, and within the broader right of Syrians to know what crimes took place inside places of detention.
It is important to stress that Jawab is not a governmental body, and that the information published in victim lists on the platform does not constitute official death notifications, nor does it replace the legal or administrative procedures related to the rights of families before state institutions. These records should also be understood as archival materials that may contain errors or gaps resulting from the conditions in which they were originally produced or preserved. For this reason, the data are presented within their documentary context and through a methodology that takes into account the sensitivity and the humanitarian and legal complexity of this issue.

This work is based primarily on building a searchable database that brings together documents, testimonies, and evidence collected over years of human rights and research work.
This database makes it possible to search names and data related to missing and forcibly disappeared persons, while also allowing the available information to be analyzed and connected to the contexts of arrest, interrogation, and detention. The aim of this work is to transform fragmented data into organized knowledge, while making information available in a safe and responsible manner that takes into account the humanitarian sensitivity of the issue of the missing. The published data are not intended to produce definitive judgments regarding the fate of individuals, but rather to reduce the uncertainty experienced by families by providing the information available and analyzing it within its proper context.
It also provides a space for communication and coordination with victims’ associations, human rights organizations, and relevant local and international actors, thereby helping to strengthen the exchange of information and joint work in the search for truth and in support of justice and accountability processes.
The platform also offers knowledge-based and archival materials that help explain the system of arrest and enforced disappearance in Syria, and document the historical and institutional context of the violations to which tens of thousands of Syrians were subjected during the years of conflict.

The information published on the platform also does not replace governmental decisions or official records, and it cannot be considered a final determination regarding the fate of any individual. The platform’s work is aimed primarily at organizing, analyzing, and making available the information that exists in a methodological manner that helps families and researchers understand the data that can be accessed, while also making these data available for use in research inquiries or in future judicial processes related to accountability for violations.
